Smartcard authentication _MUST_ be allowed.

The use of smartcard credentials facilitates standardization and reduces the risk of unauthorized access.

When enabled, the smartcard can be used for login, authorization, and screen saver unlocking.

Solution

This is implemented by a Configuration Profile.
